The Bode City Council met in regular session Monday August 2nd at 5:30PM in the council chambers. All members were present; council member Fulwider arrived at 6PM. Mayor Miller called the meeting to order, with a motion by Douglas, second by Tepner to approve the agenda as posted, all ayes motion carried.

A motion was made by Tepner, second by Peterson to approve the minutes of the July 12th council meeting as published, all ayes motion carried.

The junk and abandoned vehicle ordinance were reviewed, following discussion a motion was made by Douglas, second by Peterson to not address any vehicle without current registration if it doesn’t fall under any other characteristics listed through Title III Community Protection Chapter 10 Junk and Abandoned vehicles Section 4, a-f in the Code of Ordinances. All ayes, motion carried.

Nuisance Properties were also discussed; the city has been in contact with our attorney and has been given the okay to start on the clean-up at 301 Rossing Ave. A certified letter was sent to the property owner on June 8th. Mayor Miller will direct city maintenance to coordinate the clean-up efforts that need to be in place prior to the start of the abatement.

A building permit application for 501 & 503 1st street was reviewed, following review the council denied this permit as written. Council member Douglas will contact the owners of this property as to a revision on this permit and will list items that need to be removed/moved in order to comply with the City of Bode’s nuisance Ordinance. Councilmembers Douglas and Peterson will also inspect the properties that were sent letters to see if compliance has been met; this information will be brought to the September meeting.

City Ordinance Title VI Physical Environment Chapter 5 Utilities-Billing Charges were given to the council in regards to garbage rates at the Bode Apartments, council member Douglas will send a copy of the Ordinance, along with a letter showing how rates are structured.

Open burning was discussed, this issue is addressed in Iowa Administration Code Chapter 23.

The Council reviewed the Outstanding Obligation report for 2021. Total outstanding debt is $5925.

A motion was made by Peterson, second by Douglas to set the next regular meeting as Tuesday September 7th, due to the Labor Day Holiday. All ayes, motion Carried.
